「負担」は英語で burden と言います。これは名詞です。金銭的な負担であれば cost とも言えます。
Burden の動詞は bear です。お金の負担であれば bear the cost of ○○ というパターンになります。
なので、「子供の学費を負担するのが大変」と言いたいなら It's difficult to bear the cost of a child's education が一つの言い方です。

誰も責任を負うことはあまりありませんが、ほとんどの人は子供のニーズの負担を喜んで受けます。こういう場合、「bear」や「burden」を使われます。下記の例を見てください。
to bear = いやなことを我慢する
a burden = 負担
to be responsible for (someone) = 責任を担う
to carry (a burden) = 対処する （似ている意味です）
I'm the only one who is responsible for my child. （私の子供の担当しているの人は私だけなんです。）
She's carrying such a heavy burden. （彼女はとても重い負担を負っています。）
He couldn't bear the responsibility of raising two kids. （彼は2人の子供を育てる責任を担うことができませんでした。）
