because of の方がいいと思います。名詞である理由を述べると because of を使います。
the country will be ... を may be にした理由は 必ずテロの標的にされることはない。可能性はもちろん高いのに必ずなることはないので may (ついでになるかもしれない）を使ったら間違いない。

気持ちを害する、批判的な発言だけではテロ標的になる証拠はないと思いますので、「If you make threats, you become a target for terrorism」を提案しました。
一方、外交策が他国の領域を侵害するようであれば、テロ標的になるのはありえるかとは思います。英語にすると Foreign policy which violates the sovereignty of other countries can make the aggressor a target for terrorism.
