確かに「with」が２つあると違和感を感じるのもわからなくないですが、「play with toy cars with the children」は間違っていないです。他の言い方として「play with the children using toy cars」という選択肢もあります。

オモチャだと「play with」を使うのが基本だけど、遊びの名前なら「with」はいらないです。

例：「play "hide and seek" with the children」（hide and seek＝隠れん坊）

なので、オモチャを使った遊びをいうのもありだと思います。

車のオモチャだったら、「car race」とか「cars」など、自分で遊びの名前をつけてもいいと思います。
