人材が偏っているって英語でなんて言うの？

「人材」は英語で「Human Resources」又は「HR」と言います。「偏る」は「unbalanced」と「biased」という二つの形容詞があります。「biased」は〇〇のほうが好みなどのイメージがあります。ちょっと不公平な感じがあります。「a little」をつけたら、もうちょっと優しく聞こえます。

ある部署には優秀な人が多く、別の部署には優秀な人があまりいません。
There are a lot of excellent people in a department, but there aren't any in the other departments.

この場合、次のような言い方ができますよ。

ーThere's an imbalance between certain sections of our company. Some sections have very talented people while other sections lack good, talented people.
「うちの会社の特定の課で偏りがある。ある課はとても良い人材がいるのに、他の課は良い人材が不足している」

ここの「偏り」は imbalance、「人材」は talented people を使って表現するのが自然でしょう。
