A brilliant day = a bright and sunny day.
If you are 'lucky with the weather' it means that the weather has been OK for the activities you wanted to do. For example, if there is to be a school sports day outside and it does not rain, you could say, "We're lucky with the weather." Rain would obviously cause the activity to be cancelled.
If something turns out to be a particular thing, it is discovered to be that thing.
"Cosgrave's forecast turned out to be quite wrong."
"It turned out that I knew the person who got shot."
A brilliant day = 素晴らしい天気のいい日
'lucky with the weather'これは何か外に出る時にいるも天気が良い、晴れ男晴れ女のことですね。例えば、運動会で雨が降らないなど、 "We're lucky with the weather."ということができます。雨天でもあれば中止になってしまいますからね。
何かが特定の何かであるとわかったとき、にturn outが使われます。

Perfect-this is when something is as good as it possibly can be.
"The weather is perfect today" means that the weather is the best it can be.
