まずは、「ごめんなさい」の部分です。
「ごめんなさい」は「ごめん」より丁寧な言い方なので、
「I'm sorry」または「I apologize」と言います。「I apologize」の方は丁寧です。
もし「ごめん」または「ごめんね」というと、
Sorryだけでいいです。
〜てごめん（なさい）
〜して＋ごめん（なさい）というとき、英語でSorry for 〜またはSorry that 〜になります。
I'm sorry for being late.
I'm sorry that I was late.
I'm sorry for making a mistake.
I'm sorry that I made a mistake.
今はダメ
よく使う断り方ですね。英語でいろんな言い方があります。
英語で話すとき、よくダメな理由を伝えます。

Now is not a good time,
理由がなくても、簡単に I can'tも言えます。
Sorry, I'm busy now.
I'm sorry, now's not a good time.
I'm sorry, I can't.

Sorry, I have to get some personal things done today.
You could apologise firstly as much as you want to: sorry, so sorry, terribly sorry, oh dear, I'm so sorry etc. Then it is normal to give a reason which may be detailed, or not.
'Tied up' is informal, 'otherwise engaged' is more formal. 'Get some personal things done' is vague. It is not very cultured to give the exact personal reason. That is a private matter. Perhaps you could say, "I'm taking my mother to the hospital." But if you said, "I had an argument with my girlfriend and she accused me of sleeping with another woman but I only did that once on holiday, so now I have to speak to her," it seems like too much unnecessary detail which should be kept private anyway! There is an English idiom: 'Don't wash your dirty laundry in public,' which covers this situation.
sorry, so sorry, terribly sorry, oh dear, I'm so sorry などで、最初に自分で謝れるだけ謝ることもできます。そこから、理由を述べてもいいと思います。「Tied up」はカジュアルで「otherwise engaged」というのはより正式なも言い方になります。
'Get some personal things done' という言い方はかなり曖昧になります。個人的な理由を述べるというのも文化的じゃないですよね。例えば「 "I'm taking my mother to the hospital." ：私は母親を病院に連れて行っている」と言うこともできます。しかし、"I had an argument with my girlfriend and she accused me of sleeping with another woman but I only did that once on holiday, so now I have to speak to her," と、浮気したことを責められていたことなんていうことはどう考えても不必要なですよね。こういう状況をカバーする英語のイディオムがあります： 'Don't wash your dirty laundry in public,'
1. I'm busy right nowで「今忙しいです」と言う意味になります。ただ、この言い方だとちょっとキツいので、busyの前に a bit を入れることにより、「今ちょっと忙しい」という柔らかめのニュアンスになります。
2. My hands are tied. は直訳すると「両手が縛られている」という意味ですが、これは自由が利かないことを表します。この場合、忙しくて時間に自由がないことを表します。

”I can't do that right now”の略です。I can't =出来ない、を連呼すれば伝わるはずです。
Sorry, I'm super busy right now =ごめん、今めっっちゃ忙しいんだよね
superと言う言葉はどことなくコミカルなのであまり角の立たない言い方になります。
The idiom 'have too much on one's plate' means to be too busy.
The person you say this to should understand that you can't take on any more at that moment.

これを言われた人は、これ以上その人はなにも請け負うことが出来ないことを
理解しなければならないでしょう。

I cannot do it now - Does not mean you cannot do the task requested, it means you currently busy and will attend to it later. But remember you can not simply say you cannot do it without giving a reason, always give reason why you cannot do it and when you will attend to the task.

これは、その業務ができないという意味ではなく、忙しくて後でやるという意味になります。しかし、理由をしっかり言う必要はあります。なぜ今できないのか、いつできるのか、これは説明するべきです。
"too much on my plate," refers to having a lot of different tasks to do and it would be hard to have another. "to have a lot going on," also means that we are, "really busy," and can't add more to our tasks at the moment.
