直訳になっていませんが、メジャーなフレーズだと It's not that bad. 「そんなに悪くないよ」、It's not that awful. 「そんなにひどくないよ」あたりが思い浮かびます。
Why are you laughing? Come on, it's not that bad.
なんで笑ってるの？ そんなに悪くなくない？
というような具合です。
That's not so bad that you should be laughing about it.
Why are you laughing? It not that funny, is it?
この場合、次のような言い方ができますよ。
ーThat's not so bad that you should be laughing about it.
「笑うほど酷くないけど」
ーWhy are you laughing? It not that funny, is it?
「なんで笑ってるの？そんなに可笑しくなくない？」
