ただ単に狭いと言いたい場合は、small でいいのですが、狭くて～ができないなどの場合は too small と付ければオッケーです。

二人でいるには狭すぎるキッチンだよ。順番に使う？
という言い方になります。
この場合は「二人で入るには」なので、too small FOR ですが、何かをするには（料理）の場合はtoo small to です。
This kitchen is too small to have two people cooking at the same time.
このキッチンは二人同時に料理するには狭すぎる。
という感じです。
