"定員制"は上記のように表現できますね。
最初の例の「fixed number of~」は"定められた数の～"と言う表現になります。こちらでは「fixed」で"定められた、固定された"と言い表してます。
次の例は「fixed」の代わりに「prescribed」で"規定された"と言い最後の「capacity」は"容積、容量"または"収納力"と言う意味になります。
例
・The classes are put together based on a fixed number students（クラスは定まられた生徒の数で構成されてます）
・The max capacity of each class is 20 students（各クラスは最大２０人の生徒となります）
ーThere is a limited number of students in this class.
「このクラスは定員制です。」
limited number of students で「限られた数の生徒」を使って「定員制」を表現できますね。
ーThere is only a certain number of students we can take in this class.
「このクラスは定員制です。」
only a certain number of students「一定数の生徒だけ」を使っても「定員制」を表現できます。
