That's how popular he isn't ... とは言わないので、次のように言うと自然な感じで良いですよ。
ーHe's not that popular that he can have a solo concert in Japan.
「彼はそんなに人気じゃないので、日本で単独コンサートが開けない」
He's not that popular that ... 「彼はそんなに人気じゃないので…」を使って表現できます。
ーHe doesn't have enough fans in Japan to hold a solo concert.
「彼は単独コンサートを開くのに十分なファンが日本にいない」
He doesn't have enough fans to ... で「彼は…するのに十分なファンがいない」を使っても表現できます。
