There ar many options: "can i call you?" "Is it okay if I call you ?" "Would you mind if I called you? "Would it be okay if i called you now?" Etc. The word available is also a good choice here, because if someone is available, they are able to speak on the phone (they are not busy).

This expression simply asks if there are any other people who may hear the conversation.
