ちゃんと聞いていないように思える彼に、ちゃんと聞いてよという意味で使いたいです。

タイトルは忘れてしまったのですが、ある映画の中で、ぼーっとしてまるで話を聞いていない相手に
Where are you?
と聞いているシーンがありました。
直訳すると「あなたはどこにいるの？」ですが、意識がどこか別の世界へ飛んで行ってしまっているような上の空状態の相手に対してこれを聞くことで、「現実の世界にいるか？」→「ちゃんと聞いているか？」というニュアンスを醸し出しています。
とても面白い表現ですね。

The distracted listener may be irritating and suck the energy from a conversation. In fact it is usually rude to be distracted during a conversation. There is an expression: 'Am I talking to a brick wall?' which uses sarcasm to convey your displeasure at being ignored whilst speaking - and such phrase may well be applicable if you are sufficiently annoyed!
集中して聞いてくれない聴き手っていうのはすごくイライラするし、会話のエネルギーがさめちゃいますよね。実際に会話を集中してきかないのは非常に失礼な行いです。こんな表現があります。Am I talking to a brick wall:俺壁に向かって話してるのかな？、話している時に無視された時の不快感を伝えるのに使える皮肉です。無視とまではいかなくとも十分にイライラさせられるようなら使える表現です！

も使えるでしょう。
Can you hear me?というのは、電話上や遠くにいる人と話しているときに「聞こえますか？」と聞くときによく使うフレーズです。
近くにいるのに話を聞いていなさそうな彼に向かって、
「おーい、聞こえてますかー？（ちゃんと話を聞いて！）」
というニュアンスを伝えることができます。

You can follow this question by asking him/her what you said just check if they were listening.
