An item used to cut paper, cloth, etc, is often called 'scissors' in it's plural form and never in its singular form as a noun. However, the more grammatically correct name is a 'pair of scissors'. The reason why it is called a 'pair of scissors' is because it has two blades and each blade can be referred to as a scissor. However, this item can only function as a two blade item.
