There are a number of ways to express that the weather is bad. It is also important to note that the extent to which it is bad can be expressed in a number of ways. It may vary from "bad", "very bad"or "terrible". So it is really about choosing the right adjective.

"It rained cats and dogs all week" - The expression 'raining cats and dogs' is an old English expression to explain that it has been raining a lot (pouring). It supposedly comes from a time when cats and dogs would try to stay warm and dry by hiding in the straw roofs of English cottages and when it rained they would often times fall out of the roof. - Hence the saying!!
"The weather was awful this entire week" - It rained constantly for the whole week.
