This is a closed question, meaning that the person could simply just say yes or no. If you would like them to elaborate, you could then ask a 'probing question' such as: "What happened?"
This is an interesting question you ask and there are many ways to ask it. You can simple ask, "Has anyone ever been racist to you?" You are asking if they ever experienced racism and asking who has been racist all in one question.
