As we are walking along in a tourist area, we may see a group of people trying to figure out how to take a picture of all of them together and the background at the same time. We might want to help them out.
We could ask a few questions such as:
"Do you want me to take the picture for you guys?" or
"Would you like me to take your photo?"
You could also say something like:
"I can take the picture for you if you want."

Since you probably do not know the person whose picture you are offering to take, it's always good to start off with a greeting, which is why I put a "Hello!" at the beginning. From there, you can ask using "would you like" because that is a polite way to to offer a service to someone.

Sometimes, a tourist may be needing help from someone to take a picture of themselves standing next to a tourist attraction, such as a famous statue, but may be too shy to ask. You may immediately notice their hesitation to ask and therefore ask them yourself if you can take their picture for them.
So, you may ask:
Would you like me to take a picture of you standing in front of that famous statue?
or
You look great in that outfit. Can I take your picture while standing in front of that colorful bush?
