When a restaurant or shop is known for being more expensive than it should be it then it can be described as scam or being extortionate which implies they are doing this unfairly and being greedy. If a restaurant is specifically targeted at tourists, then it can also be described as a tourist trap because it is exploiting the naivety of tourists to charge higher prices.

A 'Rip off' is an expression that is used to imply that a place like a shop, restaurant, pub etc charges too much, their price for their products would cost a lot of money, ex. "Don't go to that shop, they are a rip off". "I got ripped off" - after buying something that is over priced.
