- "A piece of broken glass," - this refers to the smaller piece that you see next to the whole glass. We would use this term normally when the glass isn't there and you can also see this piece of glass by itself.
- "A broken piece of glass," - this refers to the opposite of the first example. We would define the glass itself that is slightly broken but still attached together for the most part as a broken piece of glass.

If you say a "broken piece of glass", you mean to say that the piece itself is broken, maybe broken in two or into several pieces.In this case, you are not stating that the piece itself is broken from a whole glass.But, if you say "a pice of broken glass", you are actually saying that this piece is broken from a whole glass that is broken.This is the correct way to say it.
So, you may say:

A broken piece of glass is how i would describe an object, it was a whole piece of glass but now it is a broken piece of glass.
A piece of broken glass is how i would describe one of the fragments of glass from the broken object.For example; this piece of glass that I was going to use as a top for my table is now broken, it is "a broken piece of glass".This fragment or "piece of broken glass" came from that broken piece of glass.

A piece of glass on the other hand would be a singular piece of glass, for instance the glass that breaks and falls away from the glass, drinking glass, would be called a broken piece of glass, or, a piece of broken glass.
