と言います。

ちなみに「暖房を弱くして下さい」も
同様にいいます。

というのは、「冷暖房のパワー・音のボリュームなどを弱くする」のが
turn down だからです。

「冷房を弱くして下さい」という表現でしたら、まだいいのですが、これは「温度を上げて欲しい」ということだからと考えて
まちがって、turn up を使いがちですので、気をつけましょう。

I often find its is just "too cold for comfort" when I step into an air conditioned
room. This can mean, I have then to ask if they can "Please turn down the aircon?!"

If the temperature of the restaurant/shop/etc is too cold or hot then it is okay to request for the temperature to be changed, especially if you are spending a lot of time in that area. For example having dinner in a restaurant you would be there for at hour at least and you don't want to be too cold or hot for that long.
As long as you are polite, most places don't mind changing the temperature.
