「スマートシティなんか、停電になったらひとたまりもないよ！」と言いたかったのですが、ひとたまりもない、でウウッと詰まり、All functions of the city can be stopped!で逃げを打つと言う…。
も少しスマートな表現はないでしょうか。スマートシティなだけに(関係ないやん)。

be screwedには、「お手上げ状態だ、何も選択肢がない、身動きがとれない、行き詰ってしまった」のようなニュアンスがあります。
ちょうど「ひとたまりもない」と同じような状態ですね。
例）
If all the train stops then we are screwed. We have no way to get there on time.
もし全線止まったら、もうどうすることもできないよ。時間に間に合わなくなっちゃうよ。
