いろいろな言い方ができると思いますが一例をご紹介させてください。
《英訳例》
文字通りには、「日本人の4人に1人が65歳以上です」。
《各部の意味》
（1,2）One in four Japanese→[日本人](https://eikaiwa.dmm.com/uknow/questions/43885/)の4人に1人
（1）～ is … → ～は…である
（2）～ are … → ～は…である
（1,2）over 65 years old→65歳[以上](https://eikaiwa.dmm.com/uknow/questions/19194/)で
★ is と are
「～人に1人」は、「one in ～」と言うことができます。
英訳例でお示ししたとおり、「one in ～」は「複数扱い」される場合と「単数扱い」される場合があります。
どちらも間違いではありませんが、英和・和英辞典などでは「単数扱い」されることが多いです。
《例》
One in six children in Japan lives in poverty.→日本の子どもの6人に1人が[貧困](https://eikaiwa.dmm.com/uknow/questions/57526/)状態にある。
One in six children in Japan live in poverty.→日本の子どもの6人に1人が貧困状態にある。

このように、4人に1人は65歳以上がいる、というようなイメージを持つとわかりやすいですね。

そのため、全人口における65歳以上の人について話す場合、25% of the Japanese population is over the age of 65."ということができますが、2の言い方のように、労働人口について話すのなら、それについての統計をだしたほうがいいでしょうね。

- A way to very directly tell someone that one in four people are above the age of sixty five. It gives a visual to the person you're talking too. It helps them imagine it easily because you use a small scale measurement.

- One in four is the same as one fourth, so you can also say that one fourth of the population is over sixty five years old. It will be easily understood if you tell someone this.

-One in fourとone fourthはどちらも「４人に１人」という意味ですのでOne fourth of the population is over sixty five years old.（４人に１人は６５歳以上です）とも言えます。こう言えば簡単に理解できるでしょう。
