おっしゃったように「I cannot be helped」はほとんどいいです。「I」ではなくて、「it」の方が自然です。
ちなみに「赤ちゃんがうるさいのは」は一番文法的に言い方は「a baby's being loud」になります。だけど、話すときに「a baby being loud」や「a noisy baby」もよく言われます。
例文：
A baby's being noisy cannot be helped.
赤ちゃんがうるさいのはしかたがないことだ。
