In context, after it has been noticed by your group that the service has been poor, you may just care to comment: "Tip? You must be joking!" as the background information does not need to be explainned. Or, when actually paying the bill, you may comment to your friends: "I only tip when the service warrants it." To warrant = justify or necessitate (a course of action), justify, vindicate, "The employees feel that industrial action is warranted"

If you are in a restaurant or bar etc, and you don't want to leave a tip because of the poor service you can use these expressions, service is the way the waiter / staff will treat you and other customers in their establishment.
