It's been raining a lot recently. What happened to the sun?
I'm so tired of the rain and the clouds!
"Rain, rain, go away. Come again another day!" This is a well known nursery rhyme which children sometimes use if it's raining a lot.
You can express your personal feelings
":I'm so tired of the rain and the clouds!" Or ask a dramatic question:
"It's been raining a lot recently. What happened to the sun?"
"Rain, rain, go away. Come again another day!"

By saying "It has been raining a lot recently" you are telling the person you are talking to that the weather has been bad over the past few days/weeks etc.
If you say "I haven't seen the Sun in ages" it doesn't specify that it has been raining, but does tell the person you are talking to that the weather has been bad for a long time.

The weather here is miserable, it is always raining
There is no sunshine just constant rain.
It is always raining here will imply that the weather is always bad. Another way to describe the weather is miserable. This is also inferring that it is wet and drab.
You can tell someone that it has been raining a lot and that you have not seen any sunshine all week.

"It is always raining here" は「天気がいつも悪い」というニュアンスです。
天気について "miserable" と言うこともできます。
これも「雨降りのさえない天気」を表します。
「雨ばっかりで(it has been raining a lot)、ここ一週間太陽を見てない(have not seen any sunshine all week)」などと伝えてもいいです。

*It has been raining most of the time.- This means that you have been receiving more rain than clear skies.
*We have had more rainy days than sunny days.- This means that it has been raining most of the time and there wasn't a lot of sunny days.
*It has been raining most of the time.- この頃は晴れていることよりも雨の方が多い、という意味です。
*We have had more rainy day than sunny days.- この頃は雨ばかりで晴れの日が少ない、という意味です。
We can use the verb, "raining," to describe that it has been raining a lot or that there have been a lot of, "rainy days," recently without even needing to say that there haven't been many, "sunny days."
Lastly we can say that its been, "cloudy and rainy," to describe the same concept.
