自分で英作文してみましたが、
\"I couldn't go through the ticket gate because my PASMO was ???? \"
って感じで、「残高不足」の表現方法が分かりません。

I couldn't go through the ticket gate because my PASMO was out of money.
(パスモが残高不足で自動改札を通れなかった。)

I couldn't go through the ticket gate because my PASMO didn't have enough money.
(パスモが残高不足で自動改札を通れなかった。)

様々な表現があると思いますが、いくつか自然な表現を紹介します。

・　I couldn't pass through the ticket gate because there was not enough balance on my PASMO card. 
・I couldn't pass through the ticket gate because there was not enough money on my PASMO card. 

--- balance = 残高

お好みに合わせて使い分けてみてください。

pass through→～を通り抜ける
ticket gate→改札
put money on→～に(お金を)チャージをする
