控え目に言うのは日本人の文化の一つです。
例えば、子供が例え優秀でも、控え目に褒めないのが日本文化です。
それでも、英語にすると直で捉えられますので、可愛いなら可愛いと言うのが最も適切だと思います。
でも言い過ぎてもよくないので、「My dog is cute as always!」くらいが良いと思います。
それを聞いて嫉妬する人はそういないと思いますので。

When we own a pet we are of course going to love it and care for it. The first answer here "I know he's mine, but my dog is so cute" is accepting the bias we have towards our own animal by saying "I know he's mine, but...."
