あえて２つの言い方で書きました。
２文目は口語で、話す相手が地元の人の場合です。
should be も must be も今回のような場合は、大きく違わないように思いますが、must beの方が「絶対そう！」と強い印象があります。

If the local people are even saying it's cold then I suppose it must be quite chilly there.
どちらも「地元の人が寒いって言うくらいだから、本当に寒いに違いない。」という言い方です。
