地元の人が言うくらいならさぞ〇〇だろうって英語でなんて言うの？

If that’ is what local people say, it should be really cold.
「もしそれが地元の人が言うことなら、とても寒いに違いない」

If you say so, it must be really cold. You are the one who is living there.
「あなたがそう言うなら、きっととても寒いはずだ。そこに住んでいるのはあなただからね」

あえて２つの言い方で書きました。

２文目は口語で、話す相手が地元の人の場合です。

should be も must be も今回のような場合は、大きく違わないように思いますが、must beの方が「絶対そう！」と強い印象があります。

どちらも「地元の人が寒いって言うくらいだから、本当に寒いに違いない。」という言い方です。
1) If the local people are saying it's really cold then it must be really cold.
2) If the local people are even saying it's cold then I suppose it must be quite chilly there.

「地元の人」は local people
「寒い」は cold や chilly
