日本に引っ越していろいろなことに慣れましたが、満員電車だけは今でもダメです。
rush hour は通学[通勤](https://eikaiwa.dmm.com/uknow/questions/44767/)で[混雑](https://eikaiwa.dmm.com/uknow/questions/52591/)するラッシュ時間のことですね。
packed という表現もできます。「ぎゅうぎゅう詰め」という意味です。
例：
I don't want to ride the rush hour train.
ラッシュ時の電車には乗りたくない。
I don't want to ride the train during rush hour.
ラッシュ時の電車には乗りたくない。
during rush hour = ラッシュ時の間

If it is rush hour and the train is extremely crowded, there is no other way to describe it or call it than 'rush hour train'. The reason for calling it a 'rush hour train' is that this must be happening everyday at this hour. So this must be the rush hour when everybody is rushing to work if it's in the morning and rushing home if it is after work.
