"We regret to inform you that ~"は「残念ながら、～」を意味します。これは一番正式で硬い言い方です。会社からの不採用申告に相応しいと思います。会社や組織などからのメールだったら、"we"が普通ですが、"I"も使えます。
"I'm sorry to say that ~"も「残念ながら、～」を意味します。もうちょっとカジュアルな言い方です。会社からの不採用申告ではない場合にもっと相応しいです。例えば、手数料が上がる時に使えます。"Unfortunately, ~"はほぼ同じ意味合いです。
"I hate to tell you this, but ~"も「残念ながら、～」を意味します。日常会話では聞き手が聞きたくなさそうな知らせをするときによく使われています。"I hate to break it to you, but ~"はほぼ同じ意味でスラングの言い方です。
「今回は採用を見送らせていただきます。」の英訳ですが、"We will not be proceeding with your application at this time."または"We have found other candidates who are more suitable to this position."はよく見る決まり文句だと思います。

ながら は英語でwhileだといいます。
でも仕事的に while its a shame はちょっとカジュアル過ぎます。友達の中はOKですけれども、時々ちょっと皮肉な言い方でふざけ流感じします。

メールだと「We regret to inform you that your application was unsuccessful at this time」をよく使います。電話でもこの言葉も使います。後は「Thank you for attending the interview for this position, however, unfortunately you were unsuccessful at this time」で説明が出来ると思います。
「残念ながら、今回は採用を見送らせていただきます」は直接訳しますと「Unfortunately, we will not be hiring you at this time。」です。ただし、もっと優しく伝わりたいのならば、上の「We regret to inform you that your application was unsuccessful at this time」が一番いいと思います。
