逆を言えばって英語でなんて言うの？

Converselyは文章などでよく使われていますね。日常会話などで普通に使えますが、そう言う場合は二番目のto put it the other way aroundの方が自然だと思います。

逆を言えば、米国海軍は自衛隊に依存している
Conversely,　the U.S. Navy is dependent on the Self-Defense Forces
文章で上記のような表現が出てきたらTo put it the other way aroundはちょっと不自然ですね。

To put it the other way around, even if someone had good grades, they could not receive a scholarship if they were not a resident of that state.
逆に言えば、いくら成績がよくても、その州の住民でない限り奨学金もらえなかった。

『逆を言えば』を、『～であるのに対して・反して、～である一方で、～だがところが（二者あるいは二つの事柄を比較して大きな差がある）』というような意味で使用する場合は、whereas という単語もよく使われます。

例えば、
The old system was complicated, whereas the new one is really simple.
『その古いシステムは複雑でした。それとは逆に、この新しいシステムはとてもシンプルです。』とできますね！
